According to the report, Saskatoon’s Campaign Disclosure and Spending Limits Bylaw requires that each candidate in the civic election submit a public campaign disclosure to the returning officer within four months of the election, which was held November 13.
Two reports, from council candidates Ron Mantyka and Justin Wiens, were filed after the February 13 deadline. Both told the returning officer they were doing so because of “personal constraints.”
Mayoral candidate Mike Harder did not submit an expense or disclosure form at all.
According to a city council resolution in 2008, candidates who breach the bylaw are prosecuted and can be fined up to $5,000.
Expense limits for mayoral candidates were set at $277,809.40, while the limit for council candidates was set at $27,780.94.
Coming in with the most campaign contributions and expenses was former Saskatchewan Party MLA Gordon Wyant, whose contributions added up to $291,953, while his expenses totalled $274,464.80.
Not far behind was Mayor Cynthia Block, with contributions of $212,615.26 and expenses of $205,609.35.
In third place was former Saskatoon Mayor Don Atchison, with both contributions and expenses each totaling $18,393.97. In fourth spot was Cary Tarasoff, with his contributions and expenses coming to $4,449.31.
Ward 2 Councillor Senos Timon spent more than any other council candidate, coming in just $15 under the limit at $27,765.81. Ward 5 Councillor Randy Donauer’s contributions came in at $27,549.26, while he claimed expenses of $21,991.59.
Ward 5 council candidate Kyla Kitzul spent the least, at just $831.27.
