The police service said arrangements are being made to return Elmi to Toronto, where he faces a charge of first-degree murder and two charges of attempted murder.
According to the Toronto Police Service, officers were called to the scene of a shooting in the city’s Oak Street and Sumach Street area on September 18, 2021.
Three men were struck by gunfire, including 27-year-old Thane Murray, who was pronounced dead at the scene. According to police, two people have previously been arrested in connection with Murray’s death.
The Bolo Program, which shares information on wanted individuals from across Canada, said Murray was an employee of the City of Toronto, and worked at a community centre.
“He was a well-regarded public servant and a much-loved community member,” the program’s website noted. “He was not known to police; he was just in the wrong place at the wrong time.”
