Naylor said people in the league believe it would put them in a worse spot going forward.
Friday is the self-imposed CFL deadline day for a decision on a 2020 season but Naylor is also reporting no decision is expected today.
The Canadian Press also reported on Friday the league was no longer looking to the Business Development Bank of Canada for a potential solution.
The CFL season has been on hold due to the COVID-19 pandemic.
