Saskatoon residents will soon be able to park in front of their homes and businesses longer after city council voted 8-2 Monday to increase on-street parking limits from 36 hours to 72 hours.
The change will be enforced once city administration rewrites the parking bylaw and brings it forward for council approval in the near future. It will apply to streets where posted time limits and pay parking aren’t already enforced, mostly in residential neighbourhoods.
Shifting the allowed time was warned against by city staff, who said it could create an issue when vehicles need to be moved within 36 hours for street maintenance.
“We’re trying to reconcile two problems,” Ward 6 Coun. Cynthia Block said. “There are folks who do not have off-street parking … and I also appreciate that folks don’t really want a lot of vehicle traffic in front of their homes from folks who don’t live in that area.”
Councillors Darren Hill and Bev Dubois voted against the change. Coun. Troy Davies wasn’t present for the vote.
Hill and Dubois argued the extension of parking limits could create a situation where vehicles are sitting for up to six days before being ticketed.
They noted the current practice is for bylaw officers to mark a vehicle’s tires with chalk after a resident complains about it sitting for 36 hours or more. Then the officer comes back 36 hours later to check if the vehicle has moved, meaning a total enforcement time of 72 hours.
“If my colleagues were concerned about 72 hours, they already got that,” Hill said after the meeting.
“Now it’s going to be six days … and I know what the majority of the citizens of Saskatoon are like when it comes to other people parked in front of their home or business for an extended period of time.”
The Ward 1 representative suggested there could be other solutions for homeowners who have to park their vehicles on the street.
“Maybe we come up with a unique agreement where they’re able to have a pass for the street, for a period of time,” he said.
